It is something I can make, yes. It's quite complicated and I don't even have this skin completed (as you can tell by that very page). As far as downloading new ones... well, I've modified the base skin of these forums severely to the point where I don't think a downloaded skin would work anymore. As far as whether or not you can make one well I'm sure you could but I warn you it's very complicated (many different images/colour testings). If you are very interested in making one I'd be happy to send you the images and you can draw over them. Let me know.
